The root רכס appears three times in תנ”ך, apparently each time with a completely different meaning:

שמות כח:כח
וְיִרְכְּס֣וּ אֶת־הַ֠חֹשֶׁן מטבעתו מִֽטַּבְּעֹתָ֞יו אֶל־ טַבְּעֹ֤ת הָאֵפוֹד֙ בִּפְתִ֣יל תְּכֵ֔לֶת לִֽהְי֖וֹת עַל־חֵ֣שֶׁב הָאֵפ֑וֹד וְלֹֽא־יִזַּ֣ח הַחֹ֔שֶׁן מֵעַ֖ל הָאֵפֽוֹד:

שמות לט:כא
וַיִּרְכְּס֣וּ אֶת־הַחֹ֡שֶׁן מִטַּבְּעֹתָיו֩ אֶל־טַבְּעֹ֨ת הָאֵפֹ֜ד בִּפְתִ֣יל תְּכֵ֗לֶת לִֽהְיֹת֙ עַל־חֵ֣שֶׁב הָאֵפֹ֔ד וְלֹֽא־יִזַּ֣ח הַחֹ֔שֶׁן מֵעַ֖ל הָאֵפֹ֑ד כַּאֲשֶׁ֛ר צִוָּ֥ה יְקֹוָ֖ק אֶת־מֹשֶֽׁה:

ישעיהו מ:ד
כָּל־גֶּיא֙ יִנָּשֵׂ֔א וְכָל־הַ֥ר וְגִבְעָ֖ה יִשְׁפָּ֑לוּ וְהָיָ֤ה הֶֽעָקֹב֙ לְמִישׁ֔וֹר וְהָרְכָסִ֖ים לְבִקְעָֽה:

תהלים לא:כא
תַּסְתִּירֵ֤ם׀ בְּסֵ֥תֶר פָּנֶיךָ֘ מֵֽרֻכְסֵ֫י אִ֥ישׁ תִּצְפְּנֵ֥ם בְּסֻכָּ֗ה מֵרִ֥יב לְשֹׁנֽוֹת:

In Exodus, it means to fasten; in Isaiah it means a mountain or ridge, or perhaps a fortress (HALOT); and in Psalms it is uncertain, meaning perhaps a mob, slander, conspiracy, upheavals.

It is difficult to see any connections between them, and HALOT lists them as three separate entries.
